Authorised Rail
Travellers Service Agents (RTSAs) are Service Providers to the Rail
Travellers on Indian Railways. Indian Railways appointed ‘Rail Travellers’
Service Agents’ (RTSAs) under Clause (g) of sub-section 47 of Indian
Railways Act, 1890, now clause (g) of section 60 of Indian Railways Act,
1989, for serving the needs of Rail travellers all over India since 1985.
The then Ministry of Transport (now Ministry of Railways) issued
Notification to this effect on 5.12.1985. These Rules are called the
Authorisation of Rail Travellers’ Service Agents Rules, 1985. The RTSAs
are authorized to purchase Rail tickets and securing reservation on a
written request from their clients. An identity Card with a photograph
countersigned by the Competent Authority for purchase of tickets and
securing reservation is issued by the agent to each of his employees.
These RTSA Rules, 1985 are part of Judgement of Honourable Supreme Court
of India and approved by Parliament of India and notified in official
gazette.
These RTSAs are doing excellent job for last 25 years by purchasing rail
tickets and securing reservations on requisitions of rail travellers
particularly old, infirm, ladies, students, labourers working in factories
and in construction activities, rickshaw pullers, Business Executives,
office goers and everybody who is not in a position to visit the Railway
station due to paucity of time or satisfied with our services. Daily wages
earners cannot afford to visit Rail Ticket Reservation Centres because his
day’s earning will be lost. General public is very appreciative of this
scheme. Success of the scheme can be gauged from the fact that there are
no complaints against service agents countrywide from any corner. Ministry
of Railways framed this scheme after the judgement of the Hon’ble Supreme
Court of India.
The Licences are issued on specific laid down terms and conditions in the
notification by the Competent Authority on payment of Bank Guarantee, Cash
Deposit, Annual Licence Fee.
RTSAs provide enquiries and guidance e.g. availability of tickets, train
routes, PNR status, special trains etc. through internet to all their
clients/visitors in person and on telephone as well and purchase rail
tickets. RTSAs save the general public from the clutches of unauthorized
travel agents and touts. In recent times, Railways have widened the
network of rail ticket booking through Internet etc. but still majority of
people prefer to book tickets through authorized RTSAs only due to their
services. |
